NEW FRENCH LOAN.
TAXATION PROPOSALS.
FOLLOWING BRITISH LEAD.

Paris, September 25.
The Chamber has voted war credits totalling 266 million sterling. M. Ribot announced that a new loan would be launched before the fresh taxation, which would be modelled on the lines of the new British taxes.
GERMAN LOAN.
KAISER BOASTING. Amsterdam, September 25. The German Imperial Treasurer, Herr Dr. Karl Helfferich, in a boastful interview, declares that the new German loan surpassed the second English loan and was the greatest financial operation in the world's history. The financing of the winter campaign, he said, was assured. The Kaiser has telegraphed congratulations to Herr Helfferich "on the splendid success, showing that Germany will continue to a victorious end the war forced on us by criminal I surprise. The results of the loan j equal Germany's splendid victories on the battlefield." j
