OVER A MILLION AND A-HALF STARVING PEOPLE.
DEATH PREFERRED TO ASSISTING THE ENEMY

Lokdox. September 23. The Lord Mayor, in an earnest appeal to the City of London for funds to assist the Belgians, says :—
"In Belgium there are over 1,500,000 people utterly destitute. Their only escape from destitution is to accept work upon the manufacture of munitions for Germany, but they prefer hunger and death to assisting the enemy.
"The feeding of H million people at a cost of 5d a day costs £218,000 a week. There is no doubt that if the food is not sent the Germans will allow the Belgians to starve, and shoot them down if hunger riots break out."
