RUSSIA DRAWING ON HER HUMAN RESOURCES.
UKASE CALLING OUT TERRITORIAL TROOPS. Petrograd, September 16. A ukase has been issued calling out the territorial reserves. The terms of service in the three Russian armies—the army of European Russia, the army of the Caucasus, and the Asiatic armyare slightly different.
