PLOTS AT RABAUL. i FORMIDABLE CONSPIRACY. i I Melbouske, September id. j Private advices show that tho German attempt to recapture Rabatil was more formidable than supposed. All the Germans were at liberty on parole, which they appear t«j have deliberately violated. Most careful preparations for a. rebellion were made. Stores, rifles, ammunition, and large quantities of dynamite were discovered, and the Germans' houses were secretly connected by telephone. Systematic attempts were made to stir up the natives against the British. The plot was discovered only just in time to prevent a general rising. All the Germans were arrested when proofs of their treachery were disclosed, and the authorities appear to have acted with promptitude and efficiencv.
