IMPROVED SYSTEM NEEDED.

Paris, September 12.

The newspaper Le Temps, commenting upon the attitude of British unionists towards the question of compulsory service, says that distrust of the principle is a question of national temperament. After pointing out that the British Army's intervention on the Continent has profoundly modified her position in the world, the paper says : —

" Britain is no longer able to remain content with being a great naval Power. She must in future be capable of real military effort if she wishes to maintain her role with success. While true patriotism has allowed Lord Kitchener to create in less than a year armies worthy to join the total allied forces, an improved system will enable her to meet eventualities for all time."
