MORE GERMAN " KULTUR."
PRISONERS NEGLECTED.
SUFFERINGS OF RUSSIANS.. Times and Sydney Sun Services. London, September 10. A member of the British Red Cross Society, by courtesy of the Russian and Swedish authorities, witnessed the exchange of Russian and German wounded prisoners. The Russians were sent to Stockholm in barges in care of the Swedish Red Cross, and transported to Tornea, just across the border. The correspondent says: "It is difficult to find words io describe the dreadfulness of the home-coming of the poor Russians, who, hardly having the semblance of human beings, left the barges, bent, dazed, and limping, every man in rags. Few had coats, and many were without shirts and socks, and some wore dilapidated boots. The cripples supported themselves on crutches made of the lids of packing cases. All were emaciated to the last degree. Some had lost their wits and their memory. Nothing but continued and longsustained neglect could have reduced them to such a condition.
" The contrast with the German prisoners is indescribable. All were in full uniform, and wore good boots. The , cripples had proper crutches. The men were in good spirits, and laughed and joked. The sights I saw convinced me that the Germans are making war like a brutal, half-civilised people. Only the German authorities will probably ever know how many thousands of enemy wounded died under the treatment which has produced such human wreckage as I witnessed."
