HELP NEEDED FROM FRONT.

The Times military correspondent ' questions whether there are sufficient trained men in the War Office competent to give the best advice on strategical matters, and, if so, whether their views can always be made known- Earl Kitchener's 1 time is too fully occupied in details • of administration for him to con- ! centrate his mind exclusively on j General Staff problems. He ought i to be helped by the best General Staff officers: but, taken on the j whole, they were still at the front. Unless their views were represented on the War Council past errors would certainly be repeated.
