Baron Hayashi, Japanese Ambassador at. Borne, states that the public is not aware of the extent to which Japan is co-operating with the allies. When it is possible to tell, the world will be astonished at what Japan has done, is doing, and will do. The Russians are their nearest neighbours, and therefore Japan is most useful to them.
