SWISS IMPORT TRUST.
DIFFICULTIES IN WAY.
DEPENDENT ON GERMAN COAL
London, August 15.
Reuter's correspondent at Zurich states that the Import Trust negotiations in Berne have reached a deadlock. A Government Trust was found practically impossible, because the State which owns and operates the Federal railways is the largest consumer of German coal, and is almost forced to yield to Germany's demand to exchange commodities for coal.
On the* other hand, the Swiss industrial and commercial concerns using electricity from neutral waterpower are virtually independent of German coal, and are ready to accept a trust on the lines suggested by the allies which would be private and unofficial, similar to the Dutch Trust. The creation of a private trust, however, is difficult, and would possibly be construed into an affront to the Federal Government after the diplomatic efforts to reach an understanding failed.
