Mr. Holman, State Premier, at the Labour Conference, distributed a minute of his dealing with the Norton Griffiths Company's scheme. The minute points out that owing to the stringency in financial matters it is utterly impossible to float loans in London in order to carry on public works after November- This would mean tho immediate discharge of 20,000 men- The adoption of the Norton Griffiths proposals would enable tho Government to continue work until May, 1916, when local loans and other auxiliary financing would enable them to carry out the whole of the public works of that year.
