The Temps, discussing the Dacia incident, suggests that the Germans desired to put the Anglo-American relations to the test, and to guard against the effects of the blockade which was stopping tho supply of provisions to Germany. It could hardly be realised that futile and mischievous efforts were being made to stir up strife between John Bull and Uncle Sam.
