AVOIDING CONFUSION.
VARIOUS CHANGES MADE.

The confusion arising from the duplicate numbering of houses in streets having "upper" and "lower" names was 'he sub 'ject of a report to the City Council last night by the city engineer, Mr. W E. Bush.
In the course of his report, the engineer said that one means of overcoming the difficulty of duplicate numbers was to number the streets referred to continuously right through the whole length of the street and do away with the term "upper" in each case. There was the alternative of changing the name of the upper portion of the street altogether, which was preferable, particularly in the case of Upper Union Street. There were sufficient numbers on hand to provide for the renumbering of Upper Pitt Street, but there were none available for Upper Queen Street, and the necessary numbers could probably not be obtained for four or five months. In the case of Upper Pitt and Upper Queen Streets, the character of the portion of the streets on the south side of Karangahape Road was quite different from that on the north side, and he thought that the changing of the name of the street would be the mostsatisfactory solution of the difficulty. In any case, he would recommend that the name be changed in the case of Upper Union Street.
The Works Committee recommended that Hobson Street be continued to Karangahape Road and that Upper Pitt Street be renamed Pitt Street; that Upper Union Street, be renamed St. James's Street, and that Upper Queen Street be renamed Belgium Street. The recommendations were adopted.
