PROPOSED IMPROVEMENTS.

The proposals included the expenditure of £7590 on the New North Road by removing some of the sharp corner?, and by incr*as:n;j the width of the road-way. The road was to be .asphalted by treatment w.th tarrt-d macadam, except at the st'-epeft grades.
In the course of the engineer's report, it was stated that a " secondare pavement," presenting a rough granular sulface over a concrete foundation, would bo used lor the lower grades, and selected macadam would be placed on the steeper grades of the New North Road. Th« cost of regrading the streets giving outlet f:x-m Mount Kd*Ti had been considered, but tne cost of such regrading was found to be so treat as to make the proposal impracticable.
A question was asked by Mr. F. A. Cleveland as to whether the majority of the present board had not pledged themselves to join the city. Amidst cries of " No!" the speaker asked if this was a suitable time for raising large loans. Ho claimed that in on© block of shops in the Terrace, c-everal shops were empty, and contended that it would be the best thing for them to join the city. He had not always held this view, but be was now firmly convinced A the wisdom of this course of action. (Applause.)
Mr. T. W. MoLoughhn, a member of the board, pointed out that other local bodies were no-.' preparing to borrow, and declared that the vital point for the ratepayers to consider was whether or not the loan would mak-i their rates higher than those they would pay should they join the sit v. Even if the rates became the same, the ratepayers would get the I work accomplished at once.
A motion apposing the loan sad advocating amalgamation with the city "was carried by a majority of 13 to 6, but ■was afterwards rescinded.
A poll to decile the question of raising a loan is to be held.
