POPE'S VOICE OF PEACE.
HIS FIRST ENCYCLICAL.
"THIS FRATRICIDAL WAR."

Rome, November 16.
The Pope has issued his first encyclical. In it he says: "The spectacle of blood and misery has induced me to hearken to the last words of my predecessor and to begin my ministry by praying that princes and people will end this fratricidal war. I pray God that my Pontifical voice of peace will resound through the entiro world."
Regarding the existing conditions of tiie Church and humanity, the Pope declares that they are due to the lack of a sincere and mutual love amongst men, disrespect for authority, the injustice subsisting in class relations, and the tendency to make material welfare the aim of life. He will devote his entire Pontificate to overcoming this menace to society. He concludes with a protest against Italy depriving the Holy See of its political liberty.
