PROTEST BY NEUTRALS. NOTES TO BELLIGERENTS. (Received NoveinM>r 15, 7.30 p.m.) Ceeistiania, November 14. Norway, Sweden, and Holland have presented identical Notes to the belligerents in the war protesting against the adoption of measures inimical to the commerce of neutral countries.

(Received November 16, 7.30 p.m.) London, November 14. Lowestoft fishermen report that 34 mines exploded around their boats within a small area in the North Sea one night recently.
