Tokio, September 21.

The Japanese are employing water-planes to drop bombs at KiauChau, the machines subsequently returning to the warships. Some of the German forts are bomb-proof. The garrison has been granted one day in three for liberty in the town. Reservists are living in deserted private residences- Shops and restaurants have been reopened, and the music-halls and cinematograph shows are open nightly.
