ALARM IN PERSIA.

RUSSIAN AGGRESSION. Times and Sydney Sun Services. Teheran*, June 29. The Foreign Minister has complained to the British Legation of Russian aggressions on the northern frontier. STATEMENT OF POLICY. According to a statement of foreign policy by M. Sazanoff, Russian Foreign Minister, made on January 25, a "comparative lull was noticeable lately in Persia, thanks to the continued friendly cooperation of Russia and Great Britain in general and the efforts of tho Russian Legation and the Persian Cossack brigade in quelling disturbances in tho Western region. Tho measures taken by tho Persian Government to organise the police in Teheran and to increase the Cossack brigade had enabled the Russian Government to recall the majority of troops at Kazvln. Order in tho Northern provinces, including Azerbaijan, wart still dependent, however, on the presence of Russian troops, and this prevented Russia recalling them now. Tho Minister continued : "Tho Imperial Government continues to regard the presenco of our troop in Persia as a temporary measure, ard it reserves to iteelf to fix tho time when their removal thence may bo considered possible without injury to our vital interests. " Our policy towards Persia remains unchanged and devoid of any aggTessivo intentions. Our object, as hitherto, is to contribute to tho ©stablisliment in this bordering country, so closely joined to us bv impo'tant economical interest, of that, stablo'o:'der so necessary for the further development of our mutual commercial relations and tho progress of Persia herself, and of our tumorous business enterprises there, inch Jig the Djulfa-Tabriz railway, the first ILo in Persia, Our agreement with Great Britain and our friendly cooperation with that Power in Persian affairs afford, a guarantee of the peaceful solution of the problems presented in Persia."
