St. Petersbueg, March 4. A congress of exporters at Kieff has passed a resolution that it is necessary to liberate Russia from her economic dependence on Germany.
The present treaty was said to be humiliating, and the congress urged the immediate development of commercial relations with Britain, Italy and other countries-
