London, March 3. In reply to a question in the House of Commons yesterday, Mr. Harcourt (Colonial Secretary) said that the Governments of the Commonwealth and New Zealand would be consulted before any new arrangement in the. New Hebrides was made.

The speaker added he was unaware that the Commonwealth was prepared to entertain a suggestion to acquire the French rights in the New Hebrides by purchase or exchange. The British Government did no' intend to purchase or agree to the surrender of any territory elsewhere in exchange. ,
