TWO BELATED AWARDS. HONOUR TO AMERICAN. By Telegraph— Association— Copyright. Christians, December 10. The Nobel Peace Prize for 1912 has been awarded to Mr. Elihu Root (Secretary of State in the Roosevelt Cabinet) and for 1913 to Senator Henri Lafontainc, of Belgium. SENATOR ELIHU ROOT. Mr. Elihu Root, the American lawyer and political leader, was War Secretary in the Cabinets of Presidents McKinley and Roosevelt, and in general administered'his department with great ability during a period marked by the Boxer rising, the Philippine insurrection, the withdrawal of the United States troops from Cuba, and the establishment of a Government for the Philippines. He was a member of the Alaskan Boundary Commission. In the summer of 1906 he toured the Latin-American republics, bringing about a better uderstanding between the United States and these republics. In general he did much to further the cause of international peace, and he" concluded treaties of arbitration with Japan, Great Britain, France, Italy,. Spain, Portugal, Austria-Hungary, Switzerland, Norway, Sweden, Denmark, Holland, and other countries. In 1910, he was chief counsel for the United States before the Hague tribunal for the arbitration of the long standing dispute concerning the Newfoundland fisheries between his country and Britain.
