BILL TO BE INTRODUCED. TERRITORIAL SHORTAGES; TOTAL OF OVER 50,000.; By. Telegraph — Association.—Copyright, London, March 13. Col. Sandys (Unionist member for Wells) has given notice to introduce a Bill into the House of Commons, providing for compulsory service for youths on attaining the age of 18. The report on the territorial forces shows that at the end of September there was a deficiency of 1963 officers and 49,902 men. The loss by the number discharged during the year was over 10,000.
