NEUTRALITY OF BRITAIN.
.. OFFICIALLY ANNOUNCED. London, October 21. The proclamation of Great Britain's neutrality in regard to the war in the Balkans has been gazetted. Mr. George Lloyd (Unionist M.P. for Staffordshire West and formerly an honorary attache at Constantinople), in view of Britain's neutrality, protests against ■ the speech in favour of Turkey's opponent? which was delivered by Mr. C. F. G. Masterman (Under-Secretary to the Home Office) on Saturday night.
