The Kaiser has expressed his gratification at and admiration of Lord Haldane's recently-published book on " Universities and National Life." The Kaiser has presented 5000 copies of the book to the Universities and gymnasia of Germany.

Besides being an array reformer and the the create'* of the territorial force, Lord Haldane is learned in Hegel and other German philosophers, and has translated Schopenhauer. He is Rector of Edinburgh University, has a profound knowledge of constitutional law, and is one of the most scholarly men in the House of Commons.
