Washington, February 24. In addressing a peace meeting President Taft said that the time had not arrived when the country could be economical at the expense of the naval establishment. He expressed the strong desire of Congress to authorise the building of two new battleships.

Such an action?, he said, was necessary in order for America to keep up with the plans of other nations. The Panama Canal, he added, would double the efficiency of the navy, and it would then be time enough to consider the questiorf of economy.
