(Received February 25, 5.5 p.m.) London, February 21. English newspapers in commenting the persistent demands of the German press for Wolfiach Bay (a British possession on the south-west coast of Africa.) for a largo seaport and naval base in connection with German railways, and also Sir Edward Grey's vague statement on Thursday last, state that there will be no concession of any territory belonging to a self-governing dominion without the latter's consent.
