NATIONAL INSURANCE.
THE THIRD READING OPPOSED I LIBERAL AGENTS DUBIOUS. LABOUR APPEAL TO LORDS. By Telegraph.--frees Association.— (Received December 4. 10.15 p.m.) London, December 4. The Liberal agents in the provinces are -warning Ministerialists that the National Insurance Bill is arousing hostility among their constituents. The Unionists are preparing a hostile amendment, with reasons set out, to be moved on the third reading of the National Insurance Bill next Wednesday. AGAINST HOME CONTROL. (Received December 4. 10.15 p.m.) London, December 4. ; The General Federation of Trades Unions proposes to ask the House of Lords to secure central administration and control of the National Insurance scheme, unless the House of Commons amends tho Bill in that direction.
[The Government has been indulging its home-rulo-all-round principles to the extent of granting separate administrations of the proposed national insurance fund to Scotland, Wales, and Ireland. The Labour party appears to suspect that this decentralisation is aimed against its collective action,,for it was cabled the other day that Labour leaders " fear disintegration of trade unionism by encouraging the Scottish and Welsh Committees to insist on conirollihg their own business." So now arises the remarkable position that Labour proposes to ask the Peers for what the Commons may refuse. Perhaps tho idea is that anything pertaining to Home Pule 'may bo easily, made to appear anathema to, the Lords.]
