Lord LansdoVvne, addressing 12-10 delegates to , the Liberal Unionist Council at Derby, said that the Government had embarked .Upon a frenzied career of revolutionary legislation. Having broken the. Constitution, they were forcing revolutionary measures which the country .had not considered and had not approved. They were, he declared,' guilty of a gross and intolerable v usurpation -. of power. .:-■'.■ ■•' They had scattered public money, had- lavishly multiplied appointments, and had created- a bureaucracy more numerous and arrogant than ; the country had known. He believed the -principle of contributory insurance was just and wise, but the Bill had alarmed many important interests. ' Lord Lansdowne combated Home i Rule, especially Federal Home | Rule. Mr. . Birrell had, he said, ) been suggesting a federation, that | would ultimately include the various | Dominions. It was absurd to think the great Dominions would come at the tail of the hunt, into a scheme that had.been prepared.to suit Mr. j Redmond's dictation. • The first duty of the Unionists, j declared Lord Lansdowne, was to restore the. Constitution and to conj tinue Mr. Balfour's Irish policy.
