The naval agreement between Great Britain, Canada,' Australia, and New, Zealand has been published by Mr. Lewis Harcourt (Secretary of State for the Colonies). , > ; The portion of the agreement relating to the Canadian and Australian navies provides that the naval services of each Dominion shall be exclusively under . the inspection of, its Government, but the training and discipline will be uniform with that of the British navy. The ships of each Dominion will fly the white ensign as the emblem of the authority of the Crown, with the Dominion's own flag at the flagstaff. In foreign waters they will report to and take orders from the Admiralty. When the British and Dominion ships meet, the senior officer will command in matters of ceremony and international intercourse. The-Admiralty agrees to lend the Dominions officers and men as required during the developmental period, giving preference to those coming from the Dominions. In time of war any Dominion ships put at the Imperial Government's disposal shall form an integral part of the British. fleet and remain under the control of the Admiralty throughout the war. Canada's naval stations will be in the North Pacific and North Atlantic, and Australia's in the South Pacific to the Antarctic.
