THE RECIPROCITY BILL.
ANXIOUS FOR THE VOTE.

Leaders in the Senate announce that there arc 60 votes favouring the passage of the Reciprocity Bill, and a larger number against Senator Root's amendment. Senator Penrose has joined the friends of reciprocity. The members of the reciprocity party are avoiding lengthy speeches, as they are anxious to get the vote taken as early as possible. . During/the debate in the Senate Mr. Smith twitted the supporters of reciprocity with being ashamed to stand up and champion such a measure. Mr. Townsend proposed to introduce an amendment instructing President Taft to undertake- further Canadian negotiations. Mr. Nelson accused President Taft of usurping the treaty-making powers of Congress, . and also of having infringed the Constitution. Reciprocity, in order •to pass, ought, he urged, to receive a twothirds majority in the Senate instead of the ordinary vote. Canadians followed President Taft regarding the Presidential treaty-making powers, and also with respect to the free-list-ing of Canadian agricultural implements.
