LANSDOWNE'S REFORM BILL.

VETO MUST COME FIRST.

London, May 23. Lord Lansdowne's Bill for the reform of the House of Lords was further discussed in that House last evening.

Viscount Haldane, reiterating that ;he Veto must first be settled and expressing a hope for the ultimate jo-operation of the two parties in devising a scheme of reform, intimated that the Government did not intend dividing the House against the Bill.

Lord Lansdowne, in winding up, said he had been criticised for not including representatives of the Dominions in the reformed House which he had proposed, but he believed it would be impossible to adopt the suggestion without a revolution going far beyond the limits of the Bill. He defended the fairness of the Bill, but he in nowise wished it to be regarded as unamendable.

The Bill was then read a second time.
