WHAT IT DEPENDS UPON

[BY TELEGRAPH. —SPECIAL CORRESPONDENT.]

Massey (Leader ot the Opposition) said that the settlers who had taken up land on the Hauraki Plains, which were now being drained, had to pay a very serious rent. The success or non-succees of the settlement would depend on whether the Government gave effect to the recommendations of the Ohinemuri Silting Commission.
