Ex-President Roosevelt delivered the Romanes lecture at Oxford, taking as his subject the biological analogies of history. He dwelt on the all-importance of national character as a factor in national greatness. The laws of morality governing individuals were equally binding on nations. He emphasised the dangers of Socialism.
