Collier's Weekly declares that Germany's determined policy makes an armament race inevitable, and it concerns America, because if the latter indulges in a Japanese war Germany would seek a footing in South America.
The article adds: "It would be a singular sight if Britain intervened in defence of the Monroe doctrine."
The possibility that Germany in her naval preparations aims at challenging the Monroe doctrine in relation to German interests in South America was discussed a short time ago by the Spectator, which suggested that this is the possible explanation of Brazil requiring the three battleships now in course of construction in Great Britain. A suggestion made by the German Navy League at its annual meeting in June that German cruisers should be sent regularly to South America for the purposes of stimulating trade has given rise to discussion in official circles in the United States.
