THE COUNCILS BILL.
By Telegraph.— Association.— London, April 27. The Indian Councils Bill was read a third time in the House of Commons to-day.
Mr. C. E. Hobhouse (Under-Secre-tary for India) promised that when the Bill was again before the House of Lords power would be reserved for the consideration by the Imperial Parliament of the creation tivc Councils, under the LieutenantGovernor, in provinces other than that of Bengal.
Mi". Hobhouse stated that it was not intended by the Government that the fact that a native of India had been deported should disqualify him after his release from election to the Council.
