Lord Mjlnek (formerly High Commissioner for South Africa) delivered an address before the Royal Colonial Institute upon the better organisation of the Empire. He remarked that besides closer union and co-operation with the selfgoverning colonies another object was the retention and development of the dependent Empire, especially India, which would probably always be the greatest or our possessions.
"We should," he said, "interest the self-governing States in the dependent Empire's affairs." He instanced the attitude of. the colonies towards the coloured races as one of the dangers due to colonial acquaintance with the dependent Empire being so limited.
Lord Milncr added that some form of Imperial Council, purely deliberative in the first instance, was needed to correlate the efforts made to solve, problems of common interest.
