The Lokalanzeiger, the newspaper with the largest circulation in Berlin, denies that the Kaiser spoke at Doebenitz or that he has recently addressed the troops at that or any other centre. London, June 17. The Berlin correspondent of the Times reports that the Kaiser did address some words to his officers, but they were far more general in character than the Dortmund D'.es* Zeituug report shows. They were, he says, such as any general might have used on a nonpolitical occasion.
