A Blue Book defiling with the Congo shows that asa result/of Sir Edward Grey's efforts, Belgium has promised satisfactory reforms in the Congo, including equality of trading, and as regards other . stipulations and treaties. Sir Edward Grey emphasised that the Congo State had not fulfilled the objects for which it was originally organised, or the conditions of the. treaties entered into. The system of taxation by labour was described as slavery.
