For the owner or driver of any vehicle j ! engaged :n heavy traffic used in carting stone, earth, or scoria ash, over any of the roads in the East Taniaki Road District, applying first for a, License, and paying a yearly License I Fee, or charge per load, as compensation for any damage likely, to occur to any such roads. 2. That no person shall drive anv faction i or other engine machine or vehicle, i the weight of which, with or without any load, shall exceed five tons, j across any bridge or culvert in the i said district, of a. greater span than j 611. without first providing planks of I sufficient size and strength to the ' satisfaction of the Board, and for ' driving such vehicle across such j planks. 3.
