The Duma has voted 17,500,000 roubles (£1,750,000) for the relief of the sufferers in the famine-stricken districts. : ■;■. ' '..:'.-'-.'/-'.'. < The famine in Russia has been experienced with varying severity oyer 20 provinces since 1904. Several ' millions ;of people are affected, - and at least two millions are entirely dependent on charity. In the more easterly provinces parents have | sold their daughters for the harems of the Caucasus. }: The Russian Treasury in January last granted £7,157,000 for relief. Much of this money was wasted on fraudulent contractors. In April the Russian Treasurer (Mr. Kokostoff) said foreign charity and the. Treasury grantsV would relieve , the worst cases until local relief arrived with the bar-' vest two months later. This harvest, however, * is, again a partial failure, and famine conditions may obtain in some districts for another year. A great deal of money also will be required to provide the peasants) with seed and stock and even implements, . many having sold everything to get food.
