THE FEDERAL GOVERNMENT'S
THREAT.

Brisbane, May 28. The Premiers' Conference lias opened, but the proceedings are kept private. Mr. Kidston (Premier of Queensland) is presiding over the meeting.

At the Premiers' Conference to-day, Acting-Prime Minister, : Sir John Forrest, said he had / authority j for ; saying that ': if the Conference failed to come to some arrangement in regard to taking over debts as a whole, it-was the intention of the Government to ; proceed *to carry out ■ its powers under the Constitution, and take over the £202,000,000 it had a right to. It was desirable at the present time to ask the States to undertake for all time not to borrow on the London Market, except through the Commonwealth, that arrangement to continue Until December 31, 1920, on which date it was proposed that the amount and basis of the annual payments by the Commonwealth to the States should be reconsidered. The States should limit their borrowing during the period named to the Australian market. .
