NOT SATISFACTORY.

Berlin*, December 25. The Cologne Gazette, in an article discussing the possibility under the Constitution of the Government obtaining supplies and arranging for the necessary expenditure -while the Reichstag is not sitting, says the outlook for the Government in the elections is not satisfactory.
