NATIVES WHIPPED FOR
LAZINESS.

London, December 11. The Under-Secretary for the Colonies (Mr. Churchill), in the House of Commons yesterday, said that the whippings inflicted on the native dock workers at Lagos were not, severe, but were illegal and improper, and we're given because of refusal of the natives to work. The official who had given the whippings had been censured.
A cablegram received a few days ago said that the natives ;it Lagos, a British West African colony, were in an excited condition, because a British port official had inflicted 25 lashes each on 12 native dockers because they had asked for wages due, and declared they wcro starving.
