(Received December 11, 10.52 p.m.) London, December 11. The Morning Post says that Sir M. F. Ommaney (Permanent Under-Sec-retary for the Colonies) is to retire at the end of the month.

Sir M. F. Onnnaney was born in 1842, and entered the Royal Engineers in 1864. and became captain in 1878. From 1877 to 1900 he was Crown Agent, in London for the Colonies, and in the latter year became Permanent Secretary to the Colonial Office.
