The Whangarei Borough Council met on Monday, the Mayoj presiding Replying to an inquiry o.v tno Council an Alien.ami at said they were able at the present moment to offer drain pipes at 50 per cent, discount. The Mayor said cutting prices' in pipes obtained in Auckland at ttie present tune, and suggested entering into a contract for U months' sappiy while prices were low. A motion to that effect was carried. The Public Trustee, writing in reference to the proposed drainage loan, said that the information was satisfactory as to the valuation of ratable property and the ppec'al rate to bo struck for payment of intercut. The Council was asked to prepare the necessary security on the following terms. • Amount of loan, £6900; rate of interest, 44 per cent.; sinking fund for repayment, of loan, one per cent.: term of loan to I>« until this sinking fund is sufficient to pay it. On receipt of a certificate that all necessary legal formalities have been completed the money would be remitted its required. The lire brigade asked that one pound per annum be granted to each member of the brigade as hoot money, this being the custom at Newmarket (Auckland), and other places. It was resolved to grant the application by four votes to three. In reference to the proposed kerbing, channelling, and asphalting of the footpath on the east side of Bankstreet, the borough solicitor was of opinion that the Council would fail in any action to compel frontagers to pay half the cost. In the ease heard before Mr. Justice. Cooper, hi Wellington in 1904. where a footpath had been asphalted, the same having been some time before Kerbed and channelled, it was ruled that the frontagers were not compelled to pay any part of the cost of asphalting, as this was held to be maintenance, not completion. Mr. Steadman pointed out that the Rank-street footpath was not ker.hed and channelled, and the matter was referred back to the solicitor, with the suggestion that he might differentiate between asphalting and kerbing and channelling. Municipal offices' holidays are fixed for December 2? to January 3. '
