THE BAIT ACT. By Telegraph.— Association.—Copyright. St. John, November 2. The enforcement by Newfoundland of the Bait Act will so hamper the modus vivendi that it is expected America will be able to employ only two thousand instead of six thousand Newfoundlanders in connection with the fisheries.
