THE IRISH QUESTION.

SIR ANTONY MacDONNELI/S APPOINTMENT. WHY THE CORRESPONDENCE IS NOT PUBLISHED. SIR A. MacDONNELLS SPEECH. By .Telegraph.Press Association. —Copyright. London, October 31. The Standard, referring to the question of the publication of the correspondence preceding Sir Antony MacDonnell's appointment as UnderSecretary for Ireland, says:—-"The condition Sir Antony MacDonnell attaches as a contingent to his assent to the publication of the correspondence is.intended to be prohibitive. Probably the refreshing of his memory has caused him to refuse the correspondence for publication. : If so. we can understand his unwillingness to reopen the discussion.'' (Received November 1. 9.56 p.m.) London, November 1. The. Secretary for Ireland (Mr. Bryce), in the House of Commons yesterday, replying to Captain Craig (Unionist), said that the speech of i Sir Antony MacDonnell, in which he foreshadowed the Government's Home Rule or devolution legislation for Ireland, had not been made with the sanction or approval of the Chief Secretary and the Cabinet.

Speaking at Dublin early in August Sir Antony MacDonnell said it was his firm belief that in 1907 there would" be fruition of many of the hopes that the best Irishmen for many years had entertained. That fruition would be so complete that Irishmen, if true to themselves, might make it a source whence the whole of their hopes would be fulfilled.
