CHINESE LABOUR CONTRACT.

(Received September 21, 9-8 p.m.) New York, September 21. Four " bids" have been received by the Commissioners to supply Chinese labour for the Panama Canal. One tender offers to supply the labour at 11 cents (s|d) an hour, and to reduce it to 9 cents if 15,000 coolies are taken.
The basis for the " bidding" as they call it in America, is 2500 coolies, with additions if the labour is satisfactory, of not more than 2000 coolies a month. The time for the closing of tenders was ten a.m. on September 20. A deposit of 50,000 dollars was required, to be increased in the case of the successful tenderer to 100,000 dollars. The contract is for two years, and the tender is at per hour, coolies to be delivered on the spot. The coolies are to work 10 hours a day, and get time and a-half for overtime anil Sundays. Lodgings, fuel, and medical attendance are provided free. The contract is to-begin on January 1.
