THE CUBAN REBELLION.
AMERICAN MILITARY PREPARATIONS. MR. TAFT AS MEDIATOR. GENERAL FUNSTON UNDER ORDERS. By Telegraph.— Association.—Copyright. Havana, September 20. The United States Minister for War (Mr. Taft), who is now at Havana, has conferred separately with President Palma and with the Liberal leaders, and it is understood that the negotiations for a settlement of the dispute between the opposing parties are proceeding satisfactorily.
(Received September 21, 10.56 p.m.) New York, September 21. Major-General Funston has been ordered to proceed to Cuba. Mr. Taft has reported to President Roosevelt that he is hopeful of the success of his mediation between President Palma and the rebels ; but the questions at issue prove to be of a complicated character. Six hundred United States marines have landed at Cienfuegos.
It will be remembered that Major-General Funston commanded the troops at San. Francisco when the earthquake occurred. His vigorous measures saved the city from anarchy. He had previously distinguished himself in the Philippine war.
