PROPOSED MEMORIAL TECHNICAL COLLEGE.

DISCUSSION BY THE HARBOUR BOARD. The proposal brought forward by the Education Board recently that the movement to establish a. memorial to the late Premier should take the form of a." memorial technical college was before the Harbour Board yesterday, in the form of-the Education Board's circular letter asking frupport for the proposal.- •- The Chairman (the Hon. ■';E. Mitchelson) said that no matter how willing the Harbour Board might be to contribute, it was tied down hand and foot by Act of Parliament in the matter of expenditure, and therefore it was impossible for the Board to make any grant unless out of unauthorised expenditure, for which the Board was allowed £50 per annum. As long as he had been a member of the Board that sum had been over-spent. Half the sum was always given to the Auckland regatta, and as the small balance left had to cover contingencies, there was not much -hope of the Board being able to contribute to the fund. The members of the Board, no doubt, would attend the public meeting, when it was called by the Mayor, and he would also attend. The technical college was"an institution in which he had always taken the greatest interest, and lie would help the project to the utmost of his power. Mr. Ivneen said' that at last meeting of the Board £250 was voted for Christchurch Exhibition.

' The Chairman : There is a special Act empowering that to be done. Mr, Kneen said the technical college deserved some support from the Board. •The Chairman : Personally, I would rather see that £250 given to the college than to the Exhibition, but the Board hits no power, and the vote for the Exhibition was provided fox by Act of Parliament.
