Ladies and gentlemen,— .<• » On the last occasion on which the Board submitted for your consideration the question of extending the operations of the Society beyond the limits of the Commonwealth of Australia and New Zealand, it intimated that it. would not again move in tho matter unless urjed thereto by the members. The Board has now received requisitions from a considerable number of policy-holders in several of tho States and New Z'ealand asking it to reopen, tho consideration of the question of ' extending the business to the United Kingdom and the British South African colonies. In Mew of the fact that under the Acts and' By-laws tho general management of the Society is entrusted to'the Board, and as in its opinion the time 13 now exceptionally opportune for extending the business operations of the Society in such a direction, it feels that it would be wanting in its duty to the members if it took no notice of these requisitions and did not again bring the question prominently before you for an expression of your opinion. It is, as you are aware, ilpeessary before any 'practical steps aim be taken to so extend tho business that some amendments should 1 be made in the Byaws. In your Acts of Parliament no amendments so far as thi3 extension of business is concerned are required. Tho Board has therefore decided to convene a Special Meeting of the members for the purpose of making the necessary amendments in the Byawg, and it strongly and unanimously recommends '-ou to sanction these amendments 'or tho following among othir reasons, which can only be stated, briefly in an announce-

The practically stationary condition of the population in the Commonwealth, . and the absence of a healthy stream i of immigration and the decline in the birth-rate, all tend to restrict tho area of the Society's operations, and to render the acquisition of new business more difficult and costly. 2. The constant reduction in the average sum assured under new policies shows ■ •'■•- that the business now obtainable is of a less stable character than has been the case in the pas*. 3. Tho practical annihilation of time and space brought about by improved means of communication has tended to equalise the rate of interest yielded, by first-class investments all over the world. 4. The mortality experience among the class of lives assured for large sums in the United Kingdom is more favourable than that among the class now accessible to the Society in the Commonwealth. 6. The cost of procuring new business in the United Kingdom is less than in the Commonwealth. 6. The cost of conducting the Society's existing: agency in London exceeds .£2OOO per annum, a sum sufficient to nay the rent of an office and the salaries of a branch staff. 7. The British South African colonies are being developed, by people of our own race and traditions, under circumstances similar to those under which the Commonwealth has grown. They consequently offer a field for the pursuit of life assurance business promising equal success to that which has attended our operations here. S. The moment Is now in every way a favourable one for this so pre-eminent-ly an Australian Institution, second to none as a Life Office of the Empire, to extend its benefits to and receive reciprocal advantages from the peoples of our own, race beyond the seas. Ton will bo duly furnished with a form of proxy to enable yon to give expression to your views, and the Board hopes that you will state such views, whether you are In favour of the proposal or opposed tc it. so that it oan have before it as fall an expression of the opinion of members as possible. The matter is oik for the member.--, to decide, though the Board is fully alive to its own responsibility in strongly recommending this extension, and which from its intimate knowledge of the position and prospects it has no hesitation in ! doing.
